David Partner is a highly experienced law enforcement trainer and instructor with more than 35 years of national and international training expertise. He has dedicated his career to developing professionals across a wide range of disciplines, bringing a structured, research-driven approach to instruction that emphasizes performance, leadership, and decision-making under pressure.

Mr. Partner holds a Bachelor’s degree in Criminal Justice and a Master’s degree in Teaching and Learning, graduating Summa Cum Laude. He is a certified instructor with extensive experience designing and delivering training programs for law enforcement and government personnel at all levels. Mr. Partner graduated from the Northeast Alabama Police Academy (100th Session 94") and has worked a a variety of LE agencies. 

He previously served as a Senior Instructor at the Federal Law Enforcement Training Centers (FLETC), where he trained thousands of students and played a key role in the development and delivery of nationally recognized programs. His instructional experience includes the Firearms Instructor Training Program (FITP), Use of Force Instructor Training Program (UOFITP), Active Shooter Threat Instructor Training Program (ASTITP), Instructional Techniques for Non-Lethal Training Ammunition (ITNTA), and Executive Protection training, as well as multiple FLETA-certified programs.

In addition to his operational and instructional background, Mr. Partner holds advanced certifications in coaching, leadership development, and multiple behavioral assessments. He is a T3 Coaching Instructor, OPM Certified Coach Instructor, and a certified practitioner in the Thomas-Kilmann Instrument (TKI), Myers-Briggs Type Indicator (MBTI), and DiSC T3. He is also an Emotional Intelligence EQ-i 2.0 T3 Instructor and Critical Thinking Instructor, specializing in developing well-rounded professionals capable of effective communication, leadership, and problem-solving in complex environments.

Known for his engaging and methodical teaching style, Mr. Partner integrates real-world experience with proven instructional methodologies to deliver training that is both practical and impactful. His focus on leadership development, emotional intelligence, and critical thinking ensures students leave with not only technical skills, but the ability to lead and perform at a higher level.
